a solution to the urban homelessness crisis
In the search for a solution to the urban homelessness crisis, Mindy Rex has what everyone seems to want: housing shower door suppliers. The CEO of Pacific Housing Partners has nine modular sleeping shelters — 54 separate bedrooms — idle outside the Nashua Builders plant in Boise, Idaho.
Rex said: "I'm trying to figure out how to move these brand new, warm, safe, COVID-conscious shelters I built in Portland to Portland." "I want to see if they Can help and make a difference."
Just like a cross between an RV and a multimodal container, the housing unit is built on a raised chassis using the same manufacturing code as a traditional recreational vehicle. Each six-person room has two full bathrooms with showers.
The unit is a bit comfortable. The individual bedroom measures 7 feet x 5 feet 9 feet, with space for a small bed and a table, but these structures include heating and electricity, each unit has an independent sliding entrance, and a pet door. Rex has also constructed three public buildings-each with three sleeping shelters-equipped with a common room, a full kitchen, a full bathroom and two washing machines.
Rex envisions renting out three shelters and a community building for $7,000 a month, treating them as a stopgap measure that can be mobilized for different emergencies across the state.
Sam Adams, assistant to Portland Mayor Ted Wheeler, attended a virtual meeting recently organized by Rex. Rex also had a conversation with the staff of the Joint Office of Homeless Services. But so far, there has been no bite.
"People don't want to look unsupported," Rex said, but "I really have a hard time finding support from local partners or leadership."
Denis Theriault, a spokesperson for the joint office, said that the units they saw were not available for disabled people and were smaller than the Pallet Shelter single-person pods used in other county projects, and said that the modular structure is more Large designs may require more permits.
"There are many vendors who are reaching out and offering various shelters," he said. "The buildings they showed us were not what we wanted."
Rex does have some experience working with local governments. Before starting his own business last year, Rex’s career was to build affordable housing loans for Portland’s Wells Fargo and Oregon’s affordable housing network. Oregon’s affordable housing is a statewide non-profit consortium to which commercial banks lend loans. To fund such projects.
Her company already has 50 to 60 modular houses in the works, which will be built on permanent foundations in Jackson County as part of the state's recovery efforts for wildfire victims.
A spokesperson for Commissioner Dan Ryan said that staff are currently conducting a "due diligence" on the third safe rest village, which may be located near Fernhill Park and is technically owned by Portland Public Schools.
"Before we make an announcement," spokesperson Bryan Aptekar said, "we want a certain degree of certainty to determine whether a location is actually usable, so as to make the most of our experience. lesson."
Near Montavira, the new Lighthouse Village is preparing to open 10 small family cabins for the homeless in the parking lot of Bridgeport United Christian Church (621 NE 76th Ave.). Theriault said the county is using a supportive housing service tax to cover an estimated 500,000 for construction costs and another 500,000 for annual operating expenses.
Anyone who rents a Rex shelter will also need to pay for ramps or stairs, as well as utility connections and site management fees. A recent analysis by Pamplin Media found that the three C3PO sites in Portland spend most of their budget on staff costs, and many of them are villagers themselves.
Rex plans to ship the modular shelter to Portland soon to establish support. If this is not possible, it may launch a public fundraising campaign.
"Basically (unit cost) $13 per night for a bed. If they let people stay in a hotel, they will spend more," Rex said. "I really want to make these work before Portland freezes."
